The Central Board of Indirect Taxes and Customs (CBIC) will put the amended monthly GST return forms on the MyGov portal on 1 November. The drafts will be open for public comments until 30 November, Commissioner (GST Policy Wing) Gaurav Singh said on 22 October. The amended forms will apply from the return for April 20271, 2.
The forms are GSTR-1, GSTR-1A and the Invoice Furnishing Facility (IFF), which carry invoice-level details of supplies1. The changes aim to make those details reconcile with GSTR-3B, the monthly form used to pay tax1, 2.
Four dates that matter
- 8 October: the 57th GST Council meeting, of Centre and state finance ministers, approved the changes1, 2.
- Friday: notifications and circulars on the Council's decisions go into the public domain. The Law department has vetted them, Singh said1, 2.
- 1 to 30 November: the draft forms sit on MyGov for comment1, 2.
- April 2027 return: the amended forms and the new amendment mechanism apply from this return period1, 2.
Officials said other process reforms from the same meeting, the ones that can be carried out without amending GST law, are likely to start earlier, from 1 November 2026. Changes that need a law amendment would come from 1 April 20273.
What changes in the return
The Council approved an alternative way to amend liability and input tax credit (ITC) in returns, so that fewer mismatches arise and fewer notices and intimations go to taxpayers1, 2. It also approved enhancements in GSTR-1, GSTR-1A and IFF so that the details filed there reconcile with GSTR-3B1, 2.
Three more pieces sit alongside, according to the Council's press release:
- A new rule 86D, creating an electronic statement on the GST portal of tax paid under reverse charge and the ITC claimed against it2.
- A new sub-rule (1A) in rule 61, so the liability declared in GSTR-3B lines up with GSTR-1, GSTR-1A and IFF2.
- A circular explaining how to report ITC and its reversal in GSTR-3B2.
The Council said the new mechanism should come into force from the April 2027 return, and that the proposals should be placed in the public domain for a time-bound consultation2.
What is not public yet
The 22 October briefing did not set out which tables, fields or validations change inside each form. That detail should be visible in the drafts posted on MyGov on 1 November1, 2. No change to e-invoicing, or to the IFF filing date used by quarterly filers, was announced at the briefing1, 2.
Singh also said the department will work on streamlining GST audits, which currently run separately in each state where a multi-state business operates. "With regard to audit, we need to have a look," he said, adding that the process should be such that taxpayers face "no harassment"1, 2. He said that once the integrity issues in the ITC chain are resolved, it would give a push to further GST reforms2.
What it means at the purchase desk
ITC is the credit a business claims for tax paid on its purchases, so returns decide how much of it actually comes back. Rule 86D makes reverse-charge purchases a standing record on the portal: the tax the buyer pays directly on a purchase, and the credit it then claims2.
The reconciliation cuts both ways. If supplier invoice data is complete and on time, the stated result is fewer mismatch notices and less credit held up1, 2. But late invoices, repeated amendments or thin details leave a gap between GSTR-1 or IFF and GSTR-3B. That gap becomes a difference the system can see, and the alternate amendment route becomes the way to fix it2.
A checklist for before April 2027
- Validate GSTINs of every active vendor and re-check them each quarter. A wrong registration number leaves a credit that cannot be matched to a supplier's filing.
- Fix HSN and place of supply at item and ship-to level, not only on the invoice header, so the same goods do not carry two classifications.
- Tag reverse-charge bills in accounts payable, so the rule 86D statement can be reconciled with the ledger line by line2.
- Match invoice to purchase order and goods receipt before booking credit. Hold invoices that fail the match instead of amending them later2.
- Set a vendor filing cut-off for each month's GSTR-1 and IFF uploads, and write it into supply contracts.
- Use the comment window: read the draft forms on MyGov between 1 and 30 November and ask your ERP or accounts payable vendor for a mapping plan1, 2.
The notifications due on Friday will show the final text of the Council's decisions. The forms themselves get their public test in November, months before the first return they govern.
